The action takes place in 1925 in Damascus, where there is a war between Syrian rebels and French troops. Harry Smith an amoral American arms dealer selling weapons to Arab rebels in Damascus, trying to overthrow the French protectorate. Once in the restaurant he meets violet, a friend of the chief of French intelligence Colonel fer, who wants to meet for talks with the leader of the Syrians, the Emir Hassan. Fer forces Smith him to arrange a meeting with Hassan.
